The Senior Environmental Health Officer presented a report to request approval to put measures in place to charge for re-rating inspections as part of the Tattoo Hygiene Rating Scheme.

 

The Tattoo Hygiene Rating Scheme was a new voluntary scheme designed to drive up standards which was being rolled out by councils across England, following its introduction in Wales. It was in addition to the existing legislative requirement for persons undertaking tattooing activities as a business to register with the relevant local authority.

 

The report outlined the potential health risks from tattooing and the benefits of the rating scheme.

 

Within Derbyshire the scheme was being coordinated by the Derbyshire Health Protection Team, with each borough or district council’s Environmental Health team undertaking inspections in its own area. The Borough Council would receive £60 from the County Council for each business it inspected under the scheme.

 

There were currently 21 tattooing businesses registered in Chesterfield, two of which had joined the scheme, both having received the top rating.

 

The scheme aimed to encourage businesses to raise standards, and it was therefore expected that requests for re-ratings would be made where businesses had taken action to improve standards since the initial rating. In order to cover the costs of an officer revisiting premises to undertake such a re-rating it was proposed to introduce a re-rating charge of £40, which was consistent with other councils in Derbyshire.

 

In response to questions and comments from Members, it was confirmed that the Hygiene Rating Scheme was a voluntary scheme on top of the mandatory requirement for tattooing premises and practitioners to be registered under the Local Government (Miscellaneous Provisions) Act 1982. The scheme only applied to tattooing, not piercing activities, and the rating inspections would be undertaken annually, for which the County Council would pay £60 per inspection.
