The Chair referred with sadness to the recent death of Councillor Keith Brown who had been a member of the Appeals and Regulatory Committee. Members stood for a minute’s silence in his honour.

That the minutes of the meeting of the Appeals and Regulatory Committee held on 20 June, 2018 be approved and signed as a correct record by the Chair.

Local Government Act 1972 - Exclusion of Public

To move “That under Section 100(A)(4) of the Local Government Act 1972 the public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Act".

That under Section 100(A)(4) of the Local Government Act 1972 the public be excluded from the meeting for the following items of business on the ground that they involved the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Act.

Review of Decision to Terminate an Introductory Tenancy (11 - 18/19) (A090)

Minutes:

* RESOLVED –

 

That consideration of the review be deferred to the meeting of the Appeals and Regulatory Committee to be held on 18 July, 2018 to provide opportunity for the tenant to attend.

Application for Hackney Carriage/Private Hire Driver's Licence for Majid Khan (A410)

Minutes:

The Licensing Enforcement Officer submitted a report for Members to consider whether an application for a Hackney Carriage / Private Hire Driver’s Licence by Mr Majid Khan could proceed.

 

Mr Khan and his representative attended the meeting.

 

* RESOLVED –

 

That Mr Khan’s application for a Hackney Carriage / Private Hire Driver’s Licence be allowed to proceed, initially for a probationary period of 12 months, and commencing with four penalty points.

Review of Hackney Carriage/Private Hire Licence of Philip Stuart Higginbottom (A230)

Minutes:

The report on this item was withdrawn.

Review of Contract Hire Driver's Licence for Lynn Elizabeth Smith (A230)

Minutes:

The Licensing Enforcement Officer submitted a report for Members to consider a review of the Private Hire (Contract) Driver’s Licence held by Mrs Lynn Elizabeth Smith.

 

Mrs Smith did not attend the meeting.

 

* RESOLVED –

 

That Mrs Smith’s Private Hire (Contract) Driver’s Licence be suspended with immediate effect and she be requested to surrender her licence and driver’s badges to the Council until such time as she had completed the required training, to the satisfaction of the Licensing Authority.

Review of Private Hire Driver's Licence for Waqas Ali Khalid (A230)

Minutes:

The Licensing Enforcement Officer submitted a report for Members to consider a review of the Private Hire Driver’s Licence held by Mr Waqas Ali Khalid.

 

Mr Khalid did not attend the meeting.

 

* RESOLVED –

 

That Mr Khalid’s Private Hire Driver’s Licence be suspended with immediate effect and he be requested to surrender his licence and driver’s badges to the Council until such time as he had completed the required training, to the satisfaction of the Licensing Authority.
