Proposals for Restructure of Housing Customer Division

Decision Maker: Joint Cabinet and Employment & General Committee

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Decisions:

The Housing Service Manager – Customer Division submitted a report recommending for approval the establishment of new posts and new staffing structures in the Neighbourhoods Team and the Housing Solutions Team (to be renamed theHousing Options Team) within the Customer Division of the Housing Service.

The proposed new structures had been constructed to enable the provision of additional staffing resources in key areas including tenancy sustainment, estate management, needs and risk assessment of new tenants and pre –allocations. This would formalise some of the temporary arrangements currently in place and facilitate a more targeted approach to support provision.

The current and the proposed staffing structures were attached to the report and the job descriptions and the person specifications for the new posts were to be circulated to the Members after the meeting for information.

Consultation with affected staff and their trade unions had been undertaken and details of this process were included in the report.

The report outlined the human resources and the financial implications, along with the potential risks inherent in moving to the new staffing structures and proposed actions to mitigate these.

* RESOLVED -

(1)         That the proposed new structure be approved and that the Service Manager of the Customer Division be authorised to implement it in accordance with the Council’s policies and procedures relating to staffing restructures.

(2)         That the new arrangements and their effectiveness in terms of meeting the restructuring objectives be reviewed after 12 months.

REASONS FOR DECISIONS

To ensure that the housing service can meet current and emerging challenges and provide a more robust and targeted approach to tenancy sustainment.
