Further to Minute No. 7, details of the proposed traffic regulation order and a plan of the revised taxi rank arrangements on Knifesmithgate and Elder Way were distributed at the meeting. The order would be advertised the following day for consultation until 15 November.

Further to Minute No. 6, Simon Tranter reported that the revised signage for use of the bus lanes was almost complete.

 

He distributed plans for the proposed location of the taxi rank and daytime loading bays on Knifesmithgate. He agreed to calculate the number of rank spaces which would be available in comparison to those previously available on Elder Way, in order to enable more detailed consideration by representatives.

Summary of Survey of Use of Bus Lanes in Other Authorities attached.

Minutes:

Further to Minute No. 6, details of the responses to the survey of other local authorities on the use of bus lanes by hackney carriages / private hire vehicles were attached to the agenda.

 

Simon Tranter distributed maps showing the detailed proposals for the use of bus lanes by hackney carriages, which would be the subject of the formal three weeks consultation period starting on 19 October, 2017. Any objections would need to be made in writing to Derbyshire County Council, following which a Cabinet member decision would be made. If the proposals were agreed it was hoped that work to install signage would be undertaken over the next four months.

 

It was noted that work to improve pedestrian safety on Church Way would also be undertaken and road safety would be monitored once implemented.

Further to Minute No. 18, Simon Tranter reported that he had met with a representative of hackney carriage drivers to consider the use of bus lanes by hackney carriages. He was looking at options to enhance pedestrian safety at the top of Church Way, such as relocating safety rails in the short term, with a view to proposing this bus lane for use by hackney carriages. He would proceed to the formal consultation stage on the proposals, but would take account of any proposals arising from the Northern Gateway scheme before arrangements were finalised.

Further to Minute No. 8, Simon Tranter distributed plans to the three hackney carriage representatives of suggested bus lanes for use by hackney carriages. He confirmed that the current bid only related to use of bus lanes by hackney carriages, not private hire vehicles.

 

Simon asked the hackney carriage representatives to submit their comments to him, following which he would arrange to meet with them to discuss further.

Further to Minute No. 23, Simon Tranter reported that the capital programme bid for works to enable the use of bus lanes by hackney carriages was due to be considered by the Derbyshire County Council Cabinet in late March. In the event of the bid being successful, the use of each bus lane would be considered on its own merits, but it was not proposed to extend the use to include private hire vehicles in order to minimise the risks to public safety.
