Minutes:

The Licensing Manager submitted a report to seek approval for revised licence and registration fees for 2017/18.

 

*RESOLVED –

 

1.   That licence and registration fees for 2017/18 be increased by 3%.

 

2.   That the revised fees in respect of private hire and hackney carriage licences be advertised giving a period of 28 days for representations.

The Licensing Manager submitted a report for Members to consider the results of the Hackney Carriage Unmet Demand Survey carried out in 2016 and for Members to consider future policy on hackney carriage numbers.

 

In 2010, a survey had been carried out which had resulted in Committee limiting the number of hackney carriages licensed by the Council.  A further unmet demand survey took place in 2013 and in February 2014 Members decided to maintain the limit at 110 hackneys and asked that a further survey be undertaken after a period of three years.

 

That survey had been undertaken in 2016 and Members were asked to consider its findings in order for a decision on future policy to be made.

 

The author of the survey report, Mr Iain Macdonald from VECTOR Transport Consultancy, attended the meeting to give a presentation to Members on his findings.

 

*RESOLVED –

 

1.   That a limit of 110 hackney carriage licences be retained.

 

2.   That a further unmet demand survey be undertaken in 2019, or earlier if it is considered necessary, to be funded by hackney carriage licence holders.
