1.   That the transition of Arvato services to in-house service delivery at the end of the contractual arrangement on 18 October, 2020 be approved.

 

2.   That a letter be issued to Arvato and their subcontractor Kier, confirming that the existing partnership arrangement will not be extended.

 

3.   That the Assistant Director – Customers, Commissioning and Change, in consultation with the Cabinet Member for Business Transformation and Customers and the Executive Director, be granted delegated authority to make arrangements to secure a robust transition of services.

 

4.   That the Assistant Director – Customers, Commissioning and Change, in consultation with the Cabinet Member for Business Transformation and Customers and the Executive Director, be granted delegated authority to finalise the contractual agreement with Derbyshire Dales District Council to deliver a shared service delivery model for Revenues and Benefits service from 18 October, 2020.

 

REASONS FOR DECISIONS

 

To enable the Council to implement the conclusions of the contractual review to bring services back in house. The recommendations will enable a shared service arrangement with Derbyshire Dales District Council, resulting in efficient utilisation of resources for both Local Authorities.

1.   That, for 2020/21, individual social rents be set based on the current National Social Rent Policy, giving a rent increase of 2.7% with effect from 6 April, 2020.

 

2.   That, for 2020/21 and onwards, where a social rent property is re-let to a new or transferring tenant the rent level be increased to the target rent for that property.

 

3.   That, for 2020/21, individual affordable rents be set based on the current National Social Rent Policy giving a cash rent increase of 2.7% with effect from 6 April, 2020.

 

4.   That, for 2020/21 and onwards, where an affordable rent property is re-let to a new or transferring tenant the rent level be set by reference to 80% of the market rent (including service charges where applicable) for a similar property at the time of re-letting or the formula rent for the property, whichever is the greater.

 

5.   That the service charges be increased as set out in Appendix A of the officer’s report.

23/12/2019 - New Build Housing Acquisitions - Thornfield Mews ref: 1314    Recommendations Approved

The Thornfield Mews development at Canal Wharf was identified as being at risk of stalling. A number of options were considered to ensure that the development continued. This included the purchase of two properties already nearing completion (a separate officer decision has been submitted for this) but in order to ensure all phases of the development took place and sufficient RTB 141 expenditure was spent the Housing Service explored the opportunity to buy all six properties that make up phase 1B of the development. The purchase of these properties will provide the developer with the capital to build out Phase 2 of the development.
Rather than buying “off plan” in the usual way, CBC will purchase the undeveloped / partially developed land and the developer will enter into a development Agreement to build the houses. In practical terms this is the same as the developer building the house and CBC buying it off him, but it helps with cashflow and allows CBC to fund the development in stages whilst CBCs investment is protected as it has title to the land.
This approach has been checked by the Monitoring Officer who advised:
'In the circumstances I consider that the existing authority to purchase is sufficient.'
The existing authority referred to is that under the Housing Acquisitions Policy.
The price agreed for all six properties is £1,054,320m (@£175K each).
The properties have been run through the Strategic Acquisitions Calculator and are cost effective.

The need to ensure that RTB141 receipts are spent before March 2020 and there is not any requirement to return monies to Government. The risk in delaying to find alternative scheme could put the money at risk.
