Decisions

1.   That the Local Government and Regulatory Law Manager be authorised to agree the final plans and provisions for the car parks to be added to the order.

2.   That the proposed changes to the 2014 Order (as amended) be made, subject to consideration of any unresolved representations by the Cabinet Member for Town Centres and Visitor Economy, following statutory consultation.

3.   That the Local Government and Regulatory Law Manager be authorised to make the proposed changes to the 2014 Order providing there are no unresolved representations.

That the Mayoral Protocol be approved and implemented with immediate effect.

Minutes of Licensing Committee meeting held on 24 October, 2018 signed by the Chair as a correct record.

An apology for absence was received from Councillor Flood.

No declarations of interest were received.

* That consideration of the application be deferred to the meeting of the Licensing Committee to be held on 9 January, 2019 to enable the applicant’s representative to attend and that the time period for making a determination on the application be extended accordingly as it was in the public interest to do so.

*RESOLVED –

1.   That the draft responses to the HS2 Working Draft Environmental Statement and Working Draft Equality Impact Assessment, attached as Appendices A and B of the officer’s report, be approved and submitted to HS2 Limited by 21 December, 2018.

REASON FOR DECISIONS

To progress the HS2 Growth Strategy and safeguard the widest level of community interest.

*RESOLVED –

1.   That the updated budget projections for 2018/19 and future years, as detailed in Appendix A of the officer’s report, be noted.

2.   That work to refine the draft estimates and to identify further budget saving proposals be continued.

REASON FOR DECISIONS

To keep Members informed on the development of the budget proposals for 2019/20 and to provide an update on the medium term financial forecasts.

The Senior Accounting Technician presented the Committee’s revenue estimate for 2018/19 to 2021/2022.

The following points were outlined in the report:

·        The revised forecast for 2018/19 and explanations for significant variances, resulting in an expected operating deficit of £19,830, however this is after a proposed re-distribution of £498,860.

·        Medium Term Forecasts for 2019/20 and 2021/22.

·        The six reserves of the Joint Committee.

·        The proposed re-distribution to constituent authorities.

RESOLVED –

1.   That the revenue estimates for 2018/2019 be approved, subject to the approval of the fees & charges.

2.   That the Capital schemes as outlined in paragraphs 3.4 and 6.7 of the officer’s report be approved.

3.   That pursuant to Minute No. 19 (Chesterfield and District Joint Crematorium Committee, 2016/17) approval be given to re-distribute funds to the total of £498,860 to the Constituent Authorities for 2018/19.

4.   That the planned use of reserves as outlined in paragraph 6.0 of the officer’s report be approved.

REASON FOR DECISION –

To enable the Crematorium to set a balanced budget and maintain adequate reserves for 2018/19 and in future years.
