This item is subject to the General Exception procedure. It is proposed to take a key decision on the decision date shown below. It would be impracticable to defer the decision until it has been included on the next Forward Plan. This notice has been issued to the Chairs of the Overview and Performance Scrutiny Forum.

Reason for urgency:
The Leader of the Council is coming under increasing pressure to provide clarity on Chesterfield Borough Council’s position with regards HM Government’s requirement for all businesses and communities within particular geographies to be represented from 1 April 2020 by just one LEP. In short, HM Government will no longer allow Chesterfield Borough Council to have dual membership of two LEPs.
This clarity is sought:
a) To enable D2N2 LEP and SCR LEP to finalise their individual and shared submissions to HM Government, which were originally required by 28 September 2018, setting out their proposals for geographies which best reflect real functional economic areas and remove overlaps.
b) To encourage the Secretary of State for Housing, Communities and Local Government to release payments of additional capacity funding, which are currently being withheld, to D2N2 LEP and SCR LEP to support them with the production of their respective Local Industrial Strategies by 31 March 2020 and to m
