This item is subject to the Special Urgency procedure. It is proposed to take a key decision on the decision date shown below. It would be impracticable to defer the decision until it has been included on the next Forward Plan and it is not possible to proceed under the General Exception procedure by virtue of the date by which it is proposed to take this decision. The Chair of the Overview and Scrutiny Commission has agreed to the use of the Special Urgency procedure in this case.

Reason for urgency:
To put in place a scheme for the administration of payments to people on low incomes who need to self-isolate under the NHS Test and Trace and who lose income as a result. There is a requirement for a scheme to be in place by 12 October, 2020.
