To consider a request for an Article 4 Direction to be served on The Wellington, which would require that, to change the use of a public house (class A4) to a retail shop (class A1), a planning application must be submitted for consideration.

Reason for urgency:
A petition containing approximately 1800 signatures from the local community is asking for the Wellington Hotel to be protected as a public house as a result of changed ownership and proposals to convert it to a convenience shop by the Co-op. The petition is to be considered at Full Council on 11th Feb and the Deputy Leader and Executive Member for Planning is to consider a report on 3rd March concerning the same property and a request for it to be added to the list of Assets of Community Value (This decision must be taken within a statutory timeframe). It would be appropriate for the issue of an Article 4 direction to also be considered at the same meeting.
