Hollis Lane Link Road Phase 1 - Update on project delivery (G000L)

Decision:
- That the progress and
the issues that have arisen, as the legal agreements, final
detailed designs and construction cost estimates have been
finalised ahead of implementation of the Hollis Lane Link Road
Phase 1 project be noted.
- That the Council
commits further capital expenditure, in accordance with the terms
of the collaboration agreement with Derbyshire County Council, to
enable the project to continue to be delivered; the expenditure to
be met through prudential borrowing and fully financed from the
council’s Markham Vale Enterprise Zone Retained Business
rates income.
- To further recognise
the positive outcomes and benefits that the Hollis Lane Link Road
Phase 1 will deliver in support of the council’s Chesterfield
HS2 Station Masterplan and strategic growth objectives.
- That a full review of
the project governance arrangements be carried out and reported
through to the Joint Growth Board, including any proposals for
changes to the arrangements as the project moves forward into the
next phase of delivery.
- That in accordance
with paragraph 14.15 of the Council's Scrutiny Procedure Rules, to
determine that the decisions at paragraphs 1 to 4 above constitute
an urgent decision exempt from call-in for scrutiny by urgency as
the issues which are the subject of this report are linked to the
requirement to urgently sign legal agreements, which are critical
to the delivery timescale of the project.
